Sandgate is a forward- thinking special school for 80 pupils with severe and complex needs, covering a wide range of abilities. Older pupils are successfully educated on our co-located Sandgate at the Queen Katherine School facility, and funding has been obtained to extend the facilities to Key Stage 3 pupils in the very near future.

Sandgate School is looking for an ambitious, experienced and highly motivated School Business Manager to join our school team and help us achieve our vision as a key and critical member of the school’s Senior Leadership Team.

This is a really exciting and unique opportunity for the right candidate as our school is primed to launch into a new era, with a new purpose built co-located development.

Job purpose

The School Business Manager


  1. Is the school’s leading support staff professional and works as part of the Senior Team to assist the Head Teacher in his duty to ensure that the school meets its educational aims.
  2. Is responsible for providing professional leadership and management of school support staff in partnership with teaching staff, to enhance their effectiveness in order to achieve improved standards of learning and achievement in the school.
  3. Promotes the highest standards of business ethos within the administrative function of the school and strategically ensures the most effective use of resources in support of the school’s learning objectives.
  4. Is responsible for the Financial Resource Management/Administration Management/Management Information and ICT/Human Resource Management/Facility & Property Management/ Health & Safety Management of the School. General Duties Leadership & Strategy
  1. Attend Senior Leadership Team, full Governing Body and appropriate Governors’ sub-committee meetings
  2. Negotiate and influence strategic decision making within the school’s Senior Leadership Team.
  3. Ensure that the school makes best possible use of resources through effective strategic planning, including consideration of all financial implications.
  4. Plan and manage change in accordance with the school development plan.
  5. Manage the disciplines of Finance, Human Resource Management and Estate Management.
  6. Develop and monitor contracts, tenders and agreements ensuring best value.
  7. Understand the effects and implications of government policies legislation and directives and develop effective strategies for current initiatives and long term trends.Financial Resource Management
  1. Evaluate information and consult with the Senior Team and Governors to prepare a realistic and balanced budget for school activity
  2. Submit the proposed budget to Governors and discuss, negotiate and agree the final budget
  3. Actively monitor and control performance to achieve value for money
  4. Identify and inform the Head Teacher and Governors of the causes of significant variance and take prompt corrective action
  5. Propose revisions to the budget if necessary, in response to significant or unforeseen developments
  6. Provide ongoing budgetary information to relevant people
  7. Manage the school’s accounting function, ensuring efficient operation according to agreed procedures
  8. Ensure financial returns for LA and other central or local government agencies are prepared in line with within statutory deadlines.
  9. Ensure all financial processes are in compliance with LA regulations and meet auditing requirements e.g. SFVS
  10. Maintain a strategic financial plan that will indicate the trends and requirements of the school development plan and will forecast future year budgets
  11. Identify additional finance required to fund the school’s proposed activities
  12. Maximise income through lettings and other activities
  13. Implement and monitor the effectiveness of formal finance agreements
  14. Negotiate, manage and monitor contracts, tenders and agreements for the provision of support services.
  15. Be responsible for the management of support facilities, catering, cleaning, and vehicle and grounds maintenance.
  16. Human Resource Management
  1. Ensuring best practice on staffing and compliance with employment legislation.
  2. Advise Headteacher and governors as required on staffing issues.
  3. Manage and co-ordinate recruitment of new staff.
  4. Be responsible for the maintenance of confidential staff records including the Single Central Register.
  5. Ensure all employment checks are carried out in accordance with the Safe Recruitment safeguarding guidelines
  6. Arrange for staff contracts for new staff and changes
  7. Ensure all contract and pay data is uploaded to HR and Payroll Provider in line with time schedules and deal with all pay queries.
  8. Arrange for the induction of new staff, volunteers and ensure that appropriate records are maintained
  9. Ensure that all recruitment, appraisal, staff development, grievance, disciplinary and redundancy policies and procedures comply with legal and regulatory requirements and advise governors accordingly
  10. Monitor the way policies and procedures are actioned and provide support where necessary
  11. Seek and make use of specialist expertise in relation to HR issues
  12. Evaluate the school’s strategic objectives and obtain information for workforce planning
  13. Identify the types of skills, knowledge, understanding and experience required to undertake existing and future planned activities .
  14. Administration Management
  1. Manage the whole school administrative function and lead all support staff.
  2. Design and maintain administrative systems that deliver outcomes based on the school’s aims and goals
  3. To monitor the maintenance of pupil records and ensure that returns to the DFE and LA are prepared in line with statutory deadlines.
  4. To ensure that records are kept in accordance with the Data Protection Act and the Retention of information guidelines.
  5. To ensure the necessary licenses and permissions are obtained in line with deadlines
  6. Establish and use effective methods to review and improve administrative systems
  7. To deal with all other matters of an administrative nature that may arise.
  8. Management Information Systems & ICT
  1. Manage the school’s administrative and financial computer network systems with the support of the ICT technician (external provider).
  2. Work with Headteacher to consider approaches for existing use and future plans to introduce or discard technology in the school
  3. Consult with relevant people to introduce new technology or improve existing technology for different purposes, for example management information systems.
  4. Communicate the strategy and relevant policies, including Data Protection for use of technology across the school
  5. Establish systems to monitor and report faults
  6. Ensure contingency plans are in place in the case of technology failure Facility & Property Management
  1. Responsible for drawing up the one year and three year Premises and Resources Management Development Plan for submission to governors
  2. Ensure a safe and secure environment for pupils, staff and visitors to promote learning processes.  
  3. Manage the maintenance of the school site and buildings, the preparation of maintenance schedules and the efficient operation of all facilities on the property.
  4. Ensure the continuing availability of utilities, site services and equipment
  5. Oversee plant for lighting, heating, hot water, cooking, ventilation, energy conservation.
  6. Ensure the supervision of relevant planning and construction processes is undertaken in line with contractual obligations
  7. Manage the purchase and repair of all furniture and fittings
  8. Ensure ancillary services e.g. catering, cleaning, etc., are monitored and managed effectively
  9. Manage the letting of school premises to external organisations.
  10. Seek professional advice on insurance and advise the SMT on appropriate insurances for the school and implement and manage such schemes accordingly.
  11. Manage the traffic flow, transport and parking arrangements within school
  12. Manage the upkeep of the playgrounds and play equipment.
  13. Manage the grounds maintenance programme and tree survey
  14. Ensure the Energy certificate is renewed annually and displayed.
  15. Develop and maintain the school’s disaster and recovery plan
  16. To ensure the Asset register is maintained
  17. Health & Safety
  1. Be a member of the school’s Health & Safety Committee
  2. Be responsible for collating and storing information within the Fire Risk Register
  3. Nominated Fire Officer.
  4. Plan, instigate and maintain records of fire practices and alarm tests.
  5. Ensure the maximum level of security consistent with the ethos of the school
  6.
